1280X1024 is not very demanding with wow.

Athlon II x3 435 2.9GHz ($90)
Gigabyte GA-MA770T-UD3P ($80)
2x2GB DDR3-1333 CAS7 RAM ($100ish)
Antec 200 Case, Antec 520W PSU combo ($95)

Graphics card is the hard one. He wont need much right now, but if that monitor ever dies the replacement will require much more graphics power. Either get a 4670 and plan on replacing it when the monitor gets replaced or maybe get a 5750 for DX11 games in the future.

I included a stronger gpu, just in case he upgrades his monitor in the future. In fact with the money this build saves, he can probably use the extra cash for a new monitor.

World of Warcraft supports multiple cores, so a 620 can squeeze out better performance, especially because wow is kinda cpu intensive..

Both of these articles are post Wrath of the Lich King update.

Adding additional cores didn't seem to help, but faster clock speeds improved performance. said:

WoW is nothing like GTA4, which does make good use of a multi-threaded CPU. A faster dual core will play WoW better, unless they have substantially upgraded the client in the past 6 months.

The 720 will give you better fps in WoW/CoD4 than the 425 and will give you better fps in modern games than the 550. If you overclock the 720 to 3.1Ghz it will give the same performance in WoW as the 550.

Total = $534

Or if you want to save money go with the 425 and overclock it to get solid performance in WoW/CoD4. Your total would then be $491.
