Problem with new build

I am making a new computer right now, but whenever I try to turn it on it just turns on and shuts off in a second, and keeps doing this every 3-4 seconds until I turn it off. I don't know what's wrong, but I'm guessing my 24 pin power cable is loose, but I can't get it to stay.

Did, but didn't help me. I took my CPU out and it's working... without a CPU. I think my CPU is dead.
