Help...can not create toolbar

Archived from groups: microsoft.public.windowsxp.configuration_manage (More info?)

Everytime I try to create a toolbar, it says toolbar can
not be created. The only toolbar I can add to the task
bar is "Links". PLease help me resolve this problem. Any
help will be highly appreciated. THANKS
