New system build won't power up

Hello, I am building a system, when I try to power it on, the power lights on the motherboard and all of the fans run for a second then stop. a couple of seconds later, the system tries to power up again and again it fails. It continues this cycle indefinitely, it is not emitting any post codes. I have tried removing the video card and memory. Have tried reseating the electrical connections. The next thing I am going to try is to remove the red fiber washers in between the screws and motherboard, it is the only thing I can think of. If anyone has any advice I would greatly appreciate it.
