Can anyone tell me what this sound means?

Hello!

I'm trying to recover files from a bad hard drive but I can't even get it recognized by my computer. When I boot it up, it definitely sounds like it's not spinning all the way. It sounds like it keeps trying but fails.

Yeah def sounds like its trying to spin up but can't get going. Its sounds like a failed drive to me.
