Can't get my i5-3570k past 4.2 GHz. Need help...

When I first built this PC, I overclocked it to 4.2 GHz on stock voltage and cooling like everyone said you could and it is completely stable running at around 38c idle, 50-70c under load. However I can't get this thing to remain stable at 4.3GHz or anything above 4.2 GHz. I up Vcore and have tried just about everything but nothing seems to work. Any advice?

My Build:

-i5-3570k
-4GB x 2 1600 MHz Kingston RAM
-Sapphire 6950 2GB
-1 TB 7200 HDD
-BlueRay Player
-600w PSU

Well I'm using an ASROCK Pro4-m motherboard so I can only offset (i think). but I have gone up to at least +0.045 and I believe it was sitting around 1.28 or something while gameing.

Also, I just got my brother's i7-930 to overclock higher by under-clocking the RAM MHz. Would this work for me? I mean would going from 1600 MHz to 1067 MHz be worth an extra 0.3 GHz performance wise?
