Phenom II X3 720 Problem

Hi all,

I had bought a machine with the following configs:
AMD Phenom II X3 720 BE
ASUS M3N78-EM
Corsair XMS2 2GB X 2

Machine is functioning without any major issues but its kinda slow, I feel. When I checked with CPU-Z, I found the following things:

Core Speed (Core#0) : 800 MHz
Multiplier : 4.0


where as the reviews etc for the same proc showed values of 2800 MHz and multiplier 14.0 etc.
what have these factors got to do with machine performance?

Is this an issue? I am attaching screenshots. Someone please help me.

Got it. Thanks.
I had just now read somwhere that when its not required, the CPU frequency will be turned down.
