Is it actually burned out or merely very hot?

If burned out, you'll have to find a working one and solder it in place, but that requires a fair amount of skill. Here are Youtube videos showing the technique:

The correct type of solder and the correct amount must be applied to each dot, and alignment must be very good. This can be done with a heat gun, but practice first.

Most likely, any ICH6 controller hubs you find will be on motherboards, and it may be easier to simply repair those motherboards because their defects will likely be less complex, such as bad capacitors or MOSFETs.
