How to lock my local area connection

i want to lock my local area connection so that no body can change ip address

Unless there is a software program unknown to me that does that, on a single machine you would have to log out of the Administrator account and password it. You would just turn on guest account and to my knowledge guest cannot change IP address. I haven't messed with it much cause I'm the only one on my PC's. EVER.
