I have an acer x3810 slimline c2duo e7400 @2.8ghz, 6 gb ddr3, 640gb hdd, 220w power supply
i have one available pcie2.0 16x slot and one pci. I was wondering what video cards would be compatible with that low power supply but still be a minimum of 512mb and DX10

That is a really low power supply, and I dont know if you would need a low profile card. Something like an ATI HD4550 should probably work. According to the AMD website, it requires less than 25 watts max. There should also be a low profile version available I would think. If you want to do gaming, which I assume you do since you are asking about DX10, a HD4670 would be much stronger, but I would not trust it on a 220 watt power supply. Do you know what the amps of the 12volt rail are for that power supply??

how would i find out the amps of the 12volt rail are

on the side it says
100-127/220-240vac
6/3A 60/50Hz

on the acer page it says it will run ati or nvidia approved pcie2.0 16x cards but when i asked for a list they just sent me back to the specs page

i would think its got power to spare though since its got 9 usb ports which would lead you to believe it can power/charge 9 external devices

the 12v rail is 14 amps
