acer aspire netbook wont turn on...got new charger n if light does cum on it only for matter seconds

Try removing the battery and run off the charge alone.
If it does work, you have a bad battery, replace it.
If not it's possible the charge connection point on MB side needs fixing or charger is not to specs. ? Voltage, Amperage (important) and Wattage needs to match or be slightly higher than what laptop needs. My original has an output of 19V, 4.74A and is rated at 90W. You can test yours with a multimeter.
