Recommendation for good cheap CPU heatsink

Hi there I am looking for a recommendation for the highest performance CPU air heatsink I can get for 20-40$. I dont want to do a fan swap and I dont care about noise levels.

I am not even going to attach this to my CPU really, just something in my house and I want to run it as hard as I possibly can, for a low price. The price really does matter because if my first test works out I am going to buy 10-20 of them. (Im trying to make a water heater from my waste heat, I know i can use various rads but I dont want to...long story)

I have heard the COOLER MASTER Hyper 212 Plus is good and cheap, but I was wondering if you have any other suggestions. smaller is nice too but i dont want to sacrafice performance for now.

The COOLER MASTER Hyper 212 Plus is the best choice IMHO.

how about "Scythe BIG shuriken 2 rev.B"

very low profile hsf with large-like 14cm fan.
cost around $40-$45
