Biostar TA890FXE clocks cpu down

i have a biostar ta890fxe motherboard and a amd phenom II x4 955 at 3.7ghz. When not under load, the cpu will down clock itself, i want to turn it off but no where in the bios is the cpu cool and quiet thing or any other setting that allows me to turn this off. I would like to know how to turn this off.

2x hd5850 1gb
4gb ddr3 1600
rosewilll 750w psu
biostar TA890FXE

My guess:
go to "CPU Configuration" BIOS page, and disable:
PowerNow
C1E Support

Why would you want it to run 3.7ghz when it's idle???
