I cannot install update for windows xp (kb898461)

Hello, I have tried several ways to install updates after reloading Windows XP, but unsuccessfully. I've tried several ways to install SP2 and SP3 but keep getting same message and same blockage: have to install KB898461 ... but system won't allow it. Keeps getting hung at the same roadblock.
