Cant access documents on pc desktop

Out of the blue, I can no longer access any of the documents or icons on my PC laptop. They have a faint blue box around them as if they are under a window pane. This is my main computer and I need to access these documents!

I understand you cannot access things from your desktop. can you run applications from the start button and then load your documents into them??
