Low RPM fans with good flow

Looking for a set of good silent fans. Planning to use them on my radiator and most of my system in my next WC build, but I figured this sub would have better opinions on fans then they would. Going for a quiet system, so ideally I want fans close to 1200rpms @ <30db. Currently I am looking at the cougars, they seem to get great reviews but I've never used them before. Any advice would be much appreciated.

i just bought those fans a month ago and they are perfectly silent with 90cfm for 12cm, and 110cfm for 20cm air flow:

Cooler Master Hyper 212 R4-L2R-20CK-GP 12cm

Cooler Master Mega Flow 200 R4-LUS-07AB-GP 20cm

Noctua NF-P12 PWM version is solid choice too. Good mix of static pressure and low noise.

thanks for the input, just ordered a set of 120 black cougars last night tho. Saw them on sale for $10 a piece and didn't want to miss the opportunity to save a little cash since my current build is wayyyy over budget (seems to always happen when building a new pc ha). will report back on them in a couple days when they arrive
