Overclock throttling

I currently have an fx-4100 i have it overclocked to 4.6 but when i run prime, it goes down to 3.3.

I have a 990fxa-ud3 mobo
fx-4100

i turned of tubo and C&Q is there anything else i need to turn off so it doesnt throttle back maybe a quick tutorial?
