How to build a Satellite transceiver

I am trying to get the hardware and software together for a Satellite transceiver for www and continental US...
What do I need and how is this accomplished?

I had Internet service via a direct satellite link about 9 years ago. At the time cable modem and dsl service were not available in the town where I lived. All I needed was a pc, satellite dish, and a satellite modem. I had service with Starband:
