ADDITIONAL COMMENTS: Preferably quiet. Attempting for as much longevity as possible.

Caviar Green is low power/low performance. You really want a new Samsung F3 500GB or Seagate 7200.12 500GB for better performance.

Is there a reason you would want an i7 over an i5? Is an i7 860 good or do you want the i7 920 for some reason?

With $1200 you should be looking at an i5 or i7 system with an ATI 5850 graphics card and a 23 inch 1920x1080 monitor. Check the recommended builds by usage sticky for some ideas. Tecmo just updated it last week so its pretty current.
