when i use ipconfig pc shows nothing acts as does not regconize it. am trying to get ip address

First go to device manager and check your network adapter is enabled.

To get full configuration information use : ipconfig /all
To Renew Your IP Address use : ipconfig /renew

done what you suggested adapter is enabled.when i do cmd it comes up" documents and settings\adminstrator" is this what it should be.will not give ip address

try right clicking on your network adaptor and choosing repair. also ensure you have the TCP/IP protocol installed.
