Someone stole my Acer Aspire laptop... does it have a tracking device if I can get the Serial # and iP address

Not if u didn't have installed one : (
Did u register your laptop with police? If not do it in addition with the police report. U may never see it again, but u never know. Also check pawn shops in your area.
If it happened at home and u do have a homeowners or a renters insurance, they should pay, but they may rise the premium on u.
Sorry to hear that.
BTW, keep an eye on the craigslist too.
