Dell optiplex gx 620 usb memory device not working

my Dell Optiplex GX 620 is loaded with win xp sp3. usb mouse and keyboard works. when pen or external hdd is connected it says unrecognised device. pls help

This may help.
Refresh the USB Stack

a. Bring up - Device Manager –

b. Expand USB Serial Controllers - RIGHT CLICK on EVERYTHING and UNINSTALL
all except the category itself.

c. REBOOT the computer. This refreshes the drive and the USB stack
