Cool the MOSFTETs or the ram? how should I position the heatsink?

how exactly should I place this heatsink?

over the ram, over the mosfets or facing the psu? what's more important?

I see that the lower ends of the heatpipes are facing the longer part of the upper heatsink, does heat flow to that part too? does it mean heat flows more through there or does it just get picked up and flow towards the upper part of the heatsink where it's spread by the fan?

Ordinarily a heatsink will be orientated so that the fans blow from front to back, and the rear case fan then exhausts it,
With that one, you may find that the heatpipes won't clear the ram, you'll have to investigate which works best in your particular setup
