Power Supply Problem

I been tinkering with PCs for a while now. I am process of slowly piecing together a gaming PC. I just bought this for my power needs:

So I put my q6600, 9800gx2, 4 gigs of ram onto to a eVGA 680i and hook up the power. All appears to be running fine but the MB does a long beep and displays a 7F (Check POST error and display them and ask for user intervention) and no post message or anything on the screen. So I figure my 9800gx2 might of died so I grab my new 295 gtx and try, same thing happens,which is nothing, no post.

I do a quick google search on this and I find a thread saying that it might be his graphics card needing power. So I pull out my wife's 8500gt out of her computer and pop it in mine. Now the computer does one beep and I see the post screen finally!

So my question is..wtf? How can a 950w brand new power supply not power a modern day graphics card? But it can power the motherboard just fine? Is it RMA time?

EDIT: I should mention that both the 9800gx and the 295gtx both "power up" but I don't get the blue light that usually come on after a few seconds.

Thanks for the replies Shov.

I am pretty sure I am doing this right though.

I got of the 12v rails going to the 9800gx2. The 24pin MB plug going into the MB. And I got the secondary MB plugged in to. Maybe the 12 volt rails are defective?

I put a RMA into newegg and they accepted it. I mean if it can't power a 9800gx2 but itself then there has to be something wrong.
