Text viewing probs in 95

This happens at work. In viewing text, when scrolling quickly, the text appears only partially (top part of a letter appears, not bottom). Also, sometimes entire sentences will appear onto of another sentence. Only highlighting will correct. I have lowered the video acceleration, but as this is a work computer, I am limited in updating drivers, removing device in device manager, etc.
Any ideas what may be causing this?

I've seen this on a Win '95 machine with a Matrox Mystique card. Solution was a video driver update (if memory serves, it was a long time ago).

Don't you have a sysadmin at work to complain to?
