I've noticed slower transfer speeds via bluetooth than my USB cable with my Android. Also, I get faster transfer speeds on wifi than bluetooth. That being said, do you plan to send data from your mobile phone to your desktop? Are you using Windows 7?

You need to first set up a partnership between your devices. By default, Windows (and most likely your phone) do not broadcast themselves to begin new partnerships. You'll need to change some settings on both devices to set up a partnership.

You have not provided enough information. Please tell us what bluetooth device you plan to connect, and to what operating system. We're also assuming you have a bluetooth integrated motherbord, or add-on product (you're sure your computer has bluetooth capability?)
