My PC freezes up and I am unable to continue into certain programs. It is slow to scroll also.

As a general point, consider if hardware or software was installed recently (i.e. immediately before the problems started). If so remove and see if that fixes it.

If the issue began after using the internet, I would try to install an anti-virus and anti-spyware program (AVG or Avast, SuperAntiSpyware and Malwarebytes are names that come to mind).
