Really bad graphics issues

Am currently experiencing graphics issues.

Just yesterday I installed a new ATI Radeon HD4670. Installation was fine with no problems. But after a few minutes I realised there were some problems:

*When playing video files on Windows Media Player i get patches of static-ish lines appearing across the window.

*When playing TF2 i get the same static lines as well as some textures getting messed up (ie briefly turning pink)
Then eventually it crashes saying that the video card had to be reset because it was not responding to drivers.

*When playing TES: Oblivion i get the same static-ish lines.

I know this sounds like an overheat issue but it is definitely not as the card is running at 31 degrees. Have also tried rolling back drivers and this hasn't helped.

So i'm thinking this is a defective card but thought i should get some advice from you guys.
 
Try doing a clean install with this steps.
1_Download and install DriverSweeper from here:
http://www.guru3d.com/category/driversweeper/
2_Uninstall your current VGA driver from add/remove programs and restart and boot to safe mode
3_In safe mode,open driver sweeper and click on ATI and then click clean,apply and restart and boot normally to windows
4_Install the latest VGA driver(Currently CAT 9.12) and restart
5_Done
Check if it helps or not
