Yeah maybe i can't say for sure i know the NH-D14 can keep your CPU cool up to 4.9GHZ
 
These are "1st day temps" on a 2600k (averages 7C hotter than 2500k at 4.7 Ghz) on a Silver Arrow

Stock 51,53, 53, 51 (1.224) LLC = Auto
4.0 Ghz 52, 54, 55, 52 (1.016-1.024) LLC = Auto
4.2 GHz 54, 56, 57, 55 (1.256 - 1.264) LLC = Auto
4.4 Ghz 56, 60, 60, 67 (1.280 - 1.288) LLC = Auto
4.6 Ghz 62, 66, 68, 65 (1.360 - 1.368) LLC = High
4.8 Ghz 71, 77, 79, 72 (1.408 - 1.416) LLC = Ultra High*

* With a bit of voltage tweaking and TIM curing these temps dropped about 4C. The Silver Arrow does about 7-10C better than the 212

The Phanteks would match the Silver Arrow but if ya find $85ish a bit pricey, you will find a nice middle ground with the 212's big brother, the $50 Hyper 612 PWM which kicks tail on quite a few big names
