Win XP Search Function - nothing happens when I click

Hello, :)  argh. I've found lots of suggestions for help regarding search functions and results not being what they should be, but I can't even get to a field to enter a search term (can't get the Help & Support link to work, either)
I just performed (nobody shoot me please) 54 Windows Updates because I hadn't been on this machine for many, many months. Laptop broke, hoping to use this ole Dell Dimension 3000 desktop in meantime.

Sorry to continue, but I forgot I hadn't registered so I'm back.
I used IObit Uninstall to clean up a LOT of files and possibly some registry key went away when I did that? I uninstalled an older version of Photoshop and the uninstall program told me that there were over 67,000 lost or forgotten files with it, so I deleted them. I did set a Restore point prior, so I can go back if need be. BUT, I can't search for "restore" or get to it through the Help Menu (via Start Menu) since those functions don't work. Both links or words are there, but when clicked on, nothing happens.

Go to run and type "services.msc" then find "indexing services" then enable it.

Thank you, but that doesn't work, either :( 

As soon as I find a fix, I'll come back and post it here if no one else has :)
