The 9800GT is much better than an HD4650 but tell us what you can spend so we can tell you which cards to look at.
Your resolution and power supply are important when picking out a video card.

Im gettin a cpu built from scratch so id thought id just pick a power supply to which the card needed. My budget for the video card is about 150-170 but the only thing is that i have to buy it from www.bestbuy.ca because thats where my certificates are from, if u see any others there in that price range that are better let me know, and how would i know what my resolution is?

The 9800Gt no question out of those two! If you can find HD4770 in your price range it is a little bit better than the 9800GT

Wow, those prices are god awful. All of those prices are inflated by about $50 easy. The 9800GT is the best card in the price range you mentioned. The HD4770 is $180 and a better card if you can stretch it a bit.
Honestly though you would likely be better off ebaying your gift card and using the money on a site that isn't a total ripoff. For some perspective there's a 9800GT on newegg.ca for $83 after rebate and you can get an HD4770 for $120.

What resolution you use is dependent on your monitor. LCD monitors have a native resolution which is what should be used.

from what i can tell from my properties the resolution is 1280x1024 if that makes any bit of difference when buying a card.

Look at the AM3 cpu's http://www.newegg.com/Product/ProductList.aspx?Submit=E... If it is for gaming the PhenomII X2 550 is good or if you want do more of multitasking go for the AthlonII X4 620. Both would be solid budget build with 9800GT and even with a GTS250.
