Inf file txtsetup sif is corrupt or missing status 4096

Windows CD do not normally ship with missing files. The CD is not smudged or scratched, hopefully. And you are positive you are booting from the CD. Just dust it off and try again.
Something completely unrelated may be causing the issue. Some times, removing 1 stick of memory and rebooting will fix the problem.
