Loud CPU Fan Noise, HELP!!

Hello all,

Today I put together my first PC/HTPC and everything went great except for ONE thing. The CPU fan is ridiculously LOUD. From the very beginning this thing has been very noisy regardless of CPU load. Is this normal for my CPU fan (see below)?

This noise is really unbearable. Is there anything I'm doing wrong? What can I fix this?

    Make sure you hooked up the cpu fan to CPU FAN connector on the mobo, go to bios, enable cool & quiet, and lower the cpu fan speed, save & exit. The fan speed may be represented by a % rather than RPM.
