Will DDR3 memory with a FSB speed of 1333MHz work with a processor with a FSB speed of 800 MHz?
If so, what would the effects be?

As long as the CPU supports DDR3 it will work. The mobo or memory controller will default the memory modules to the fastest supported speed it supports.
