Decent PC with terrible gaming performance.

Just wondering if anyone could help with a computer problem. I'm not sure whats going on here; hopefully someone can help. The CPU temp is 34 while idle, and even OC'ed to 3300 it never gets above 50. The problem is while gaming (AvP along with every other game I play) the performance is terrible. Every time I move the mouse it "hangs" and gets very, very choppy; it also blurs on the screen. The FPS is there, but this choppy performance always happens. With Vsync on, it seems like it goes from 60fps down to 4 then back to 60 as soon as the mouse moving stops. According to 3DMARK11 benchmark software, 95% of other similar systems totally outperform mine by a long shot. Here is what i'm running:

Windows 7 Home x64
ASUS M5 A99X EVO Motherboard
AMD Phenom II x6 1055t 2.80 GHz
8GB Patriot G2 Series PC3-1066 1333MHz Memory
XFX Radeon HD 6850
550w ULTRA PSU
OS\Drivers on a SSD, everything else on a 7200RPM HDD.

Any help would be appreciated. Thanks!

I tried triple buffer either way and it is still the same. Also, I have disconnected everything unnecessary from the pc (cd-rom, fans, and such) and the system performance has improved; it's till happening.. but it has improved none the less.
