Wlan router with high power (mw) and webserver (openwrt?)

Hi,
i'm looking for a wifi router for a hotspot. With a very high power rate and the possibility to set up a small webserver for a one-time welcome page which opens when the logged in user tries to open a webpage page.
Do you have an idea which router is good for this?
