Zotac synergy edition card overclocking

Hello,
I am having a great deal of difficulty trying to overclock my GPU. Its a ZOTAC geforce gt 440 synergy edition, and Im using MSI afterburner. The issue is that the GPU automatically adjusts its clock speed depending on load. When it is resting, it runs at about half its default clock. Under load, it runs in turbo mode. Whenever I try to force a clock speed, all it does is lock the GPU in turbo mode, and I cant get it back down to normal speed. Any help would be greatly appreciated.

newer cards have multiple power phases, this is good because they use less energy while at rest
your card is meant to be lowering/raising it's clocks
