"Not all privileges referenced are assigned to the caller"

This is the error I recieve when trying to change power scheme information
in the control panel. The user account is a member of the Power Users group.
No error when doing this as Adminstrator.

Is there something wrong here or are the members of the Power Users group
really not supposed to be able to do this?

Windows XP Professional SP2, member of a 2000 AD domain.
