Setting .jpg\'s and .gif\'s as icon files

Help! I want to convert a one page 8-1/2 x 11 menu cover developed in MS Publisher into an icon to use on website...customers will click on the menu icon to open menus in PDF. Please provide steps on how to accomplish this.
