For your budget you won't be able to get a good Intel processor, good intel processors are just from the i5 ($200) because all of the core 2 duo, quad, or whatever are in a dead platform, LGA 775, so from that you should get a Amd build.
(I'm not sure about monitors, but I think the one I'm putting down is nice.)
It's a kind of overpriced but I think it's going to be a really nice build. If you want something cheaper just tell me, I'm going to try to make another one,XD, but I think is the best you are going to get for the price, the only thing I see now that would be possible to lower the price would be get a cheaper motherboard
The build you put down is better than what I have up there, but it's more expensive, and doesn't have a monitor, if you can afford it, you should say go for it, but the case that I put up there is also good and the PSU that I wrote down is better and together with the case it's cheaper then this combo, and the video card I would just say buy a xfx or a sapphire video card, would just change the brand. The memory that I have is better and it's just $5 more, so I think you should get the one I wrote. Other then that it's a solid build
I know you may not especially NEED a 5770, but this build will last you a good while!
And if you can wait on PSU the Corsair 550W would be your best bet but it is out of stock on newegg right now until 1/12/10
