Strange MSI afterburner bug

When I hit apply or whatever in afterburner, it goes to my desired speed for a bit 850/1700/1800, then the core clock and the shader (or whatever is below core speed) drop to 405/810, the memory clock stays the same. It's not just a display bug, as it is cutting my fps by more than half. I tried disabling AMD Cool and quiet. And It's like this under full load, as if I've got a 90's card or something. When I restart it resets back to 720/1440, but then after about an hour of playing sometimes it resets. Only about 1/3 of the time I restart. It might be a driver problem, i dunno though.
