3Com card modem problem Help needed

I picked up a used 3com Megahertz XJ1560 PCMCIA modem in a box of other
stuff. It is labeled DELL 56K Capable X2. I found the driver and my toshiba
sees the modem OK. The only problem is that it will only do 28.8 and not at
least into the 40's as a 56K modem should. Phone line is OK as my other
modems will go into the high 40' or sometimes low 50's. This was tried on
both Windows 98SE and 95 laptops.

What am I missing? Is ther any hope?
