BIOSTAR A785GE no post but weird stuff

First off I am SUPER new at building. Im not really on the PC side of the fence but i do have experience putting in components.

I thought i was having a ground out of MOBO with it installed into case. Fans run, did notice that drives did not spin if connected to MOBO. weird?

breadboarded the mobo, HSF, RAM did post ONCE. could not get it to do it again.

CMOS jumped.

the only thing i can think i might have botched is powering up with cmos on 2-3. Is that catastrophic? that is unknown to me.

All im trying to build is an ubuntu HTPC.
Any help would be appreciated. filled out the RMA with newegg so if i cant get it going ill just replace with another A785ge.

also try swaping ram slot, ensure all power codes are connected and if still don work, take out the PC from the casing, and try to power it up

Yeah tried breadboarding with HsF and no ram. No sounds at all. Power supply changed no dice.
