According to the clue book:

Once your teen graduates or leaves college early and moves into a lot
or home back to their home town as an adult, they should be able to
call any non-controlled (NPC's or students) sims they met when in
college. When your now adult sim calls a non-controlled college sim
(like a cow sim), they can invite the sim to visit them to visit and
IF the visiting college sim agrees to "Move In", they will Immediately
Finish College as an Adult. Non-controled college sims that move in
with your controled sims will leave college with the Same Status
(Graduated, Kicked Out, Drop Out) as the sim they are moving in
with...
