I have a Q9650 that has always been at stocks speeds and was deciding if I should get a 5870 to replace an 8800GT. What are your thoughts?
I will be using a 25.5 in screen 1920x1200 res. 4gb ram.

No. Don't get caught up in the term "bottleneck", it is often misused and overused. Your system would run games better with a core i7 sure, but not by any noticeable amount in games besides FSX. No part of your system is a major deficit to any other part with current games.

I think replacing your card with a 5870 is a great idea. Just make sure you have enough power. The 5870 draws 188W by itself at the absolute most. What games do you intend to play?

No not at all, the Q9650 is a great chip and verclocks very well even at stock speed it won't be to much of a problem you will be fine with it
