Cpu idles at 20% Vista 64 P5E

My cpu(Q9450)idles at about 23% +-3%. All the usual things found in forums haven't found what is running. System Idle Process under cpu shows 98/99 with 1 popping up hear and there. Shutting down everything I could find makes only a slight change.Starting in safe mode got me 18% cpu. It use to idle at 3%. Any ideas?

Open Task Manager, click Processes tab and click Show for all users. If a process is taking up too much processor cycles, you should see it there. What is taking up too much processor cycles ? Pls give the process name. But pls do your checks 10-15 minutes after Windows loads. There are services that start up with a certain delay time (services with delayed startups).

On the other hand, you say System Idle Process shows 98-99%. This means your processor is doing nothing and is free.

So does your CPU idle @ 23% +/-3 or @ 98-99% ?

From time to time, CPU usage may jump up. That may be normal or that may indicate viral activity. Do you have AV installed ?
