Windows xp donot show run and command prompt as administrator

after pressing start button at windows xp it shows all program except RUN option. It does not allow to open window for command prompt through all programs-> accessories-> command prompt. It does not allow to open window in safe mode. If I try to remove any program through control panel. It instantly closed itself. How i can repair my window?

Boot from Windows CD and select 'r' to repair the OS. Make sure CD ROM is 1st boot device in F2 (Setup), first.
