I want to recommend a system build for my father.. he wants to OC it 30 - 40%. Does he need some extra fans for the MC when using water cooling?

Here is what I came up with:

Processor: Intel Core i7 860
Not sure if this is unlocked like the 920 D0

Motherboard: Asus P7P55D
USB3.0 og SATA 6.0Gb/s

Memory: 3x Corsair XMS3 6GB DDR3-1600 CL7 triple kit
or 12G set

Graphics card No idea he does not play games..

Hard disk Intel SSD 80G X25-D SSDSA2MH080G2C1 SSD
boot disk

2 x Western Digital Caviar Green 1TB SATA2

Optical drive Pioneer BDR-203BK any DVD rom really

Sound card Creative Sound Blaster X-Fi Xtreme Audio

Case Cooler Master HAF 922 miditower

Power supply Corsair HX620W

CPU cooler Corsair H50 water cooling

Monitor Diamondcrysta 23" WIDE RDT231WM-X(BK)
Or Samsung not sure which one ideally 24"?

Keyboard Microsoft Laser Desktop 6000

Mouse (included in keyboard set)

Case fans Cooler Master 120mm Ball Bearing

Operating system Microsoft Windows 7 Ultimate EN Full Version

I have heard/read (on another forum) that the noise from the Corsair H50 pump is noticeable in the Haf 932, so this is not likely to be different in the Haf 922. So if you want to keep the noise level down and keep the massive cooling potential of the Corsair H50, then I would advise to look for a case that is more likely to dampen the sound coming from the pump.
According to these charts:

the Caviar Black is 4dBa louder than the Green is, however the Black is a faster drive, as you said.

I see for noise I might put the harddisks into a noise closure like this GUP boxes.
http://www.acousticpc.com/gup_japan_smart_drive_neo_standard_edition_silent_hard_disk_drive_enlcosure.html

Actually that case is noisy because of the fans, when I went to Akihabara in Tokyo (hardware center of Asia) and bought my own machine they recommended to get the Coolermaster CM 690. This case is also nice and has space enough for the best air cooler.

So might be better not to get a water cooler if it noisy and go for the best air cooler I mentioned and super quiet 120mm fan,
