I have a Dell Dimension 3100 2.8ghz pentium 4 with an open pci express slot. 230 watt power supply. Installed windows 7 and need to upgrade my video card. What will work? Not a gamer just need the minimum that will work with windows 7 and current power supply. Thanks in advance.

What is wrong with your onboard graphics? With such a small power supply you have to go with something that can run off the Pci slot, so something like this would be good.

windows 7 says my onboard grapics are not sufficient when i try to use any video programs. Roxio, Windows movie maker, etc.

That card i linked to should be fine for your needs and is more than capable of HD video. It sounds like you will be doing some video editing, I strongly recommend at least 4gb of Ram if your system can support it. More than likely the video error is being caused by a lack of ram dedicated to video. I assume you had XP before which didn't need much ram so left enough open for the video programs...Under windows 7 you need a minimum of 2gb just to run the basic OS and support programs.
