Cannot get computer to turn on even though i got a new battery

My dell inspiron 1521 is dead so i got a new compatiple battery, it has been charging all day and even though the battery light blinks every once in awhile the computer still doesn't turn on

Does any light on the computer come on at any time when you try to start it?? or is it totally dead?
Does it try to start and then fail?

"The battery light" is that located on the computer? Or is this light somewhere else?

Dell is a little anal retentive about power supplies and batteries, I assume you have the original power supply, and the computer will not boot even with the battery removed?
